Barbara K. Burke Ed.D.

Barbara brings over twenty-five years of experience in healthcare management, and project development and implementation. She uses her understanding of the operations of healthcare entities and of complex healthcare issues to develop systems, approaches and tools to assist in the design and implementation of community-based electronic health information exchanges (HIE).

Barbara served as the Community Project Lead to ICareConnect which merged into Indiana Health Information Exchange. In that capacity she worked with multiple stakeholders including physicians, hospital executives, CIOs, financial analysts, legal teams, and privacy officers to draft letters of commitment and agreements around the exchange of data across organizations. This project included developing a business model, functional requirements, and data exchange policies. At Michiana Health Information Network (MHIN) she worked with physician practices, hospitals, and the regional medical laboratory to do market studies of the medical referral region, physician practice workflow and ROI studies. This research served as the background for expanding stakeholder involvement in MHIN, increasing physician participation in the HIE, developing a financially self-sustaining business model, and developing community policies on access to data in the MHIN repository. Barbara has done physician practice ROI and market studies along with small rural hospital market studies for the Bloomington (Indiana) E-Health Collaborative. She most recently provided market research and stake holder development to the business plan for the Colorado Regional Health Information Organization (CORHIO). She is also working with the Marion County (Indiana) Health Department in the development of a quality of life indicator Web-site with centers from Indiana University. She has worked with the Indiana State Department of Health in facilitating a state-wide electronic health strategic planning process for public health involving Indiana State Department of Health, six county public health departments and the Regenstrief Institute. She has also been involved in additional HIE initiatives with the Maryland Health Care Commission and the Capital Area Regional Health Information Organization – Lansing, MI.

Prior to her work at SFT, Barbara directed and oversaw the development and integration of all Outpatient Health Care Centers, Occupational Health Clinics, Homecare and Wellness Services at St. Vincent Hospitals and Health Services in Indianapolis, Indiana. In her last three years at St. Vincent she was Director of Business Development and was responsible for the creation and implementation of a call center, the first strategic plan for St. Vincent Carmel Hospital, the land acquisition and development of two 60,000 sq. feet outpatient facilities, and the creation of new revenue streams though the development of limited liability companies with physicians and other corporations.

Barbara received her Master's Degree from the University of Notre Dame and her doctorate from Indiana University. She has served on the Boards of the Ruth Lilly Health Education Center (last two years as President and Past President) Chartwell Midwest, Indiana and Healthcare Partners. She is a member of the Health Information and Management Systems Society (HIMSS). Barbara has spoken nationally and published extensively on subjects related to healthcare.
